H2R knows the various policies and procedures of multiple entities to act as owner’s representative. We provide geotechnical specialty testing and inspection services for Construction Engineering Inspection (CEI) teams. We offer our clients expert support for foundation testing and inspection services. We also have a long history of providing construction phase engineering, constructability reviews, and value engineering. Regardless of the project type from specific CEI team roles, contractor support, Engineering Analysis Reports (EARs), to forensic analysis support; H2R’s staff possess the engineering and inspector certifications and experience to deliver.

It was H2R, then known as Williams Earth Sciences, who pioneered Florida’s CTQP program, developing the very first coursework and examinations. In addition, our firm worked side-by-side with FDOT developing the state’s Laboratory Information Management System (LIMS).
