H2R serves as the Prime Consultant for the FDOT Districts 1 and 7 Materials & Testing CEI Support Continuing Services Contract (CAW17), providing on-call geotechnical engineering, pavement evaluation, and construction materials testing services across Central and Southwest Florida. The contract supports a wide range of transportation projects through task work orders (TWOs) issued to meet ongoing construction and inspection needs.

H2R’s scope includes geotechnical investigations, pavement coring and evaluation, laboratory testing, asphalt plant inspection, concrete and earthwork testing, and deep foundation testing and verification. Acting as an extension of FDOT’s Materials Office, H2R manages rapid response to TWOs, subconsultant coordination, QA/QC oversight, CITS compliance, and timely invoicing. Services are delivered in accordance with FDOT standards, with 24/7 availability to support active construction and emergency response efforts.
