H2R provided geotechnical engineering, construction engineering and inspection (CEI), and construction materials testing services for Pinellas County under a continuing services contract supporting a wide range of infrastructure projects.

Services were delivered across multiple task assignments, including roadway improvements, bridge replacements, stormwater facilities, landfill infrastructure, and utility projects. H2R’s scope included field inspections, materials testing, geotechnical support, and coordination with County staff to ensure quality, compliance, and timely project delivery.
